Fernando obtained his juris doctorate degree from the University of Houston Law Center, in Houston, Texas. During his time in law school, he served as Dean Leonard Baynes’ law clerk. Later, he went on to work as a law clerk and then as an associate attorney with a Houston firm focused on Commercial Litigation, Corporate, and Transactional Law serving the Chinese-American community and businesses in the city. He has experience handling different types of cases, including those involved in commercial trucking and transportation, breach of contract, commercial lease disputes, and residential landlord-tenant disputes. Fernando is licensed to practice in Texas, and the U.S. District Court for the Southern District of Texas. He is originally from the Rio Grande Valley area in South Texas and is a native Spanish speaker.

Defended corporate client in breach of contract case against one of the largest banking institutions in the U.S.

Represented international corporate clients in cases involving missing or stolen goods, and double-brokering as against interstate carriers and brokers.

Represented foreign investors brining claims under the Administrative Procedure Act against several U.S. government entities and officers in their official capacity for undue delay in adjudicating their, and their families’ derivative relevant business-immigration applications and forms.
