In 1995, Mr. Fleming began his commercial litigation and personal injury defense practice in his hometown of Brownsville, Texas. Since relocating to San Antonio in 1998, Mr. Fleming has represented numerous public entities and private clients across South Texas. Mr. Fleming has served as lead litigation counsel for the City of San Antonio, the City of New Braunfels, the City of Brownsville, CPS Energy of San Antonio, San Antonio Water System, Brownsville Public Utilities Board, Port San Antonio and Brooks Development Authority, in addition to countless trucking companies, financial institutions, insurance carriers and commercial construction contractors.

- Successfully defended a trial court’s take-nothing judgment in favor of Wackenhut Corrections Corporation before the U.S. Fifth Circuit Court of Appeals; and a trial court’s judgment in favor of City of San Antonio’s enforcement of development regulations before the Texas Fourth Court of Appeals
